Given that 4.3.9 doesn't exist, I'm assuming you mean 3.4.9 and the answer is, it was only briefly available before the 4.x release and we were unable to acquire it beforehand. Being that 4.x released nearly four years ago, there's absolutely zero reason to continue using an outdated and unsupported product. No, we will not be adding 3.4.9 nor will we approve any third-party nulls of it.
If you're still using 3.x, it's time to upgrade.
