You are correct. Just thought I might add a little more deatil to your answer. When you go into the "Moderator Control Panel" there are multiple tabs in the picture above. The one that says "Announcements" click that, once you have done that click add announcement. From there you are able to select which forums you would like to have the announcement show up on. If this helps / resolves your question click the on post.

Not sure if there is a hook for that. Are you talking about unlocking a forum? Or a specific "Thread" / "Topic"?

This is a feature that will be in the manage groups. Click on the regular group (The group that members are automatically in when they first join), then look for something called the "Group Promotion" in there. There you are able to set how many posts that are needed to be promoted. What it looks like: ACP > Members > Manage Groups > Select the regular group (The member group when they first join).
