You've already saved on IPB. Please DO spend some money on webhosting. Free webhosting is usually onshore, has adverts and restricts PHP functions that IPS Community Suite uses. My personal advice to you: Purchase paid hosting :). If you can't afford it and just want to mess around with IPB then install it localhost with wampServer or xampp.

Looks good, the only thing that i notice i don't like is that the account info stuff is on the left while the sign up/login buttons are on the right. Maybe you could switch those around with the movie info?

The IPS installer HAS a utf8 converter BUILT IN. There is no need for this script if you follow the steps you normally take.
