IPB 3.x Which IPB mod is this?

Can anyone give this module of IPB? I will be very thankful of you. 

 

What it contains?

When we click on Suggest as BestDeal, it opens a popup and a single logined user can send one suggestion at one topic. Also it show usernames which have suggested as shown in image. Below profile pic, it is written 0 best deals.

Its a module which is not custom made as per that forum author but he is not telling me which module it is. So here if any guy help me then it will be good for me.
