You can disable all in commerce but support and it will work just don't have the main commerce tab disabled

the support page is in the SYSTEM-->APPLICATIONS-->COMMERCE-->SUPPORT go into that and see if its online and check the permissions, If the whole commerce is offline then so is support

It don't update the files or folders it updates the database the files and folders get overwritten (I.E GONE/DELETED), as long as you have the uploads folder and the config file left then you can perform a update like he said, And he didn't say to delete he said rename the folder so to drag and drop it to a new folder is easier then deleting and re-uploading if needed, So as for knowledge maybe you should go get some yourself before you keep throwing your little digs at people

U need to edit the config file to the new url like u have already done, Once thats done go to admin and search for storage settings it could show in search bar as files then change the storage url's to the new one

Not on IPB but I have them settings on a different server (did u edit the php.ini via putty using the root login? thats the best way to do it) sudo nano /etc/php5/apache2/php.ini if you did try that way and didnt work you can for a quick fix upload it to your server via ftp and then just link the file with a url

Most servers need a 64bit system to upload larger than 2gb files if ur running 32bit that's more than likely ur problem
