You can try to hack his account with your database

But I dunno if there is any other thing to get it back

Jay, I assume you still have access to your sites cPanel?

 

If so, open PHPmyAdmin, click on the members sub section, find the member_group_id column

 

Locate your member_id (number 1 as you stated above) (just double click on the value) change the value found there to  4  (admin group) save, you should now have your admin access back.

 

I would while I was in the PHPmyAdmin page demote the prat that changed your access (change his/her group to  3 (normal member group))

Thanks guys for your reply! He was dumb enough to not disable my other Administrators Permissions._. LOL! So, I asked my other admin to login and take off Admin Restriction!
 
Problem Solved
 
He is now off the admin panel!
