Straight upgrade Resulting in weird 500 Error

Issue self solved, during upgrade of all background files and upgrading php from 7.0 to 7.3 my apache  dir lost its index.php handler and thus was throwing 500 errors.

 

Clean install is fine and OH MY GAWD its back to a new install and begin again ;)

php-Curl 7.3.49

 

In case its a pure issue of upgrade issue I backed up everything and clean wiped the root, I then uploaded a clean install and its still throwing the above error, which to me should be ludicrous on a clean install.

The picture from my first post above is the admin login section that's throwing the T_variable error.

I've also ensured that all files plus extensions are up to date they are but then it was working fine on 3.4 so no clue yet.
