IceCube's post in Straight upgrade Resulting in weird 500 Error was marked as the answer
Issue self solved, during upgrade of all background files and upgrading php from 7.0 to 7.3 my apache dir lost its index.php handler and thus was throwing 500 errors.
Clean install is fine and OH MY GAWD its back to a new install and begin again
