problem with time, pls help

Hello, I'm having trouble with the time of my forum.
I want to set for Brazil's time, so it's getting 1 hour in advance. Assuming that in Brazil is 6:50, the forum is 07:52
or when it is 18:52, the forum is 06:52
I wanted to fix the time and also the format.

use the second choice server adjustement or pass in gmt -2
