Block Emails

Before I upgraded to IPB 4.x, I was able to block certain emails (such as gmail.com, yahoo.com, etc.). I did this to limit access to my board. Now that I've updated to 4.x, I can't find out how to unblock these emails from registering. Anyone have any ideas?
