You have been told a numerous amount of times what to do for your forum and how to make it better. Most of the things that you have been told to do is on the administration panel for IPB 3x. The configuration for the questions are as told above suggested by Crunch and Mihailo Z.. I will mark Mihailo Z.'s answer as the prime answer because if you cannot use a credit card then use his way, it is a default in-house use so you don't have to buy anything or anything of the sort.
