ACP Permissions problem

So i kinda messed up permissions on my forum, here's the thing

i accidentally restricted Owner's and all other ranks that have acp to acces ACP Restrictions tab

so now no one has full acp, no one can add or edit admins, are there any ways to gain full acp back?

Ok use this command

delete from admin_permission_rows where row_id = 1;

Ok use phpmyadmin to run this sql query. It will clear it for the owner (member id 1).

truncate admin_permission_rows where row_id = 1;

Where to find this ?  truncate admin_permission_rows where row_id = 1;
