With that hook, users have to select the title colour. This doesn't change all the topic title colours.

Yes, I understand you want the topic titles coloured but do you want to allow members to set the colour of the title () or are you asking how to change the colour of all topic titles? Please elaborate.

So you want users to be able to set a colour for the title of there topic?

I doubt many forums will switch to IPS 4 for at least 6 months as it'll take a lot of time for the developers to update the hooks and for skins to be upgraded too.

You will need to edit the language string "pre_pinned" in "core_public_global" in the ACP. ACP > Look & Feel > Manage Languages You may need to unlock your language packs, to do this you need to do the following: 1. Navigate to your ACP 2. Hover over the Support Tab on your ACP nav bar 3. SQL Management > SQL Toolbox 4. Scroll to the bottom and put the following query in the "Run Query" Textbox UPDATE core_sys_lang SET lang_protected = 0 WHERE lang_protected = 1 That should work for you.
