Freezing forum

Hello guys.
I need your help. I have an IPS forum that has always been great, but since I migrated to IPS4 the forum freezes constantly.
Does not allow writing without freezing 10-15 seconds. It is frustrating.
Do you know what I can do?
I don't mind changing the server machine if necessary. I'm desperate. Can you give me a hand?

try to check a dstat/htop, and see what happen in there when the forum freeze
