I wouldn't necessarily say this is a fans forum of one or the other. They did their best and successfully included a bit of each. It just so happens IPB is the most popular of the bunch because it's considered to be a high quality forum software. Don't badger them for their question, that's pointless and unneeded imo. IPB is not free, much pugins must be payed, not so easy to install like MyBB plugins. And the default theme is more than okey ! Is a normal forum, is not needed a very complicated themes and look.
