To answer your question, once you've read our upload guidelines located here, and feel that you have met EVERY point on that rules list, you simply go to our downloads portion of the site located here (which will always be found at the top of our site on the navbar). Once there, scroll down a little until you see the, "submit a file" link, and follow the prompts from there.
