in content tab of group you have a quota for file stockage too

and is you who have make the php.ini manualy ? what the php parameter and version of the server ? check the top right of admin => system => support tool

PHP Version7.0.27. no i did not make the file it was done in cpanel.

He posted the version of php 

I think it's a permission issue regarding the upload. 

Any error logs in system logs? Under support tools admincp?

that is the thing there is no errors in any logs. all i can think is it is sumthing to do with my hoster ac its running on cpanel.

Php.ini is a config file make manualy for overwrite a global php parameter (like a custom.css for overwrite a global css) and some server can't be overwrite because php.ini are blocked or not authorized !

So you can make how many php.ini you would is useless and don't overwrite the real limit... so yes i ask him to post a capture of the real global php log found in support tool for look the real limit of php because if this global php limit the size of upload to 50mo for example he can bypass this limit same with a php.ini ... if this host are blocked this function and is often the case with cpanel he need ask to host to change this limit

@titcrunch Post_max_site is set to 128M upload max 512.

His first screenshot with the error shows PHP with 127M for upload. So why override it i'm confused ?

cookie is a php ini in cpanel frontview is bullshit and ips read just the first parameter found with the more weight so the php.ini but if the server is block and restricked by host for the php global limit at 50mo never he can pass this limit is impossible ! so for verified i have ask the real php log

after i agreed with you is perhaps just a parameter in ips i have send him a second question with no answer for the seconde tab in group ^^ but he don't look it apparently
