anything can be seized whether or  not its offshore its just the matter of time, that being said like @Erza said i doubt a small nulled ipb forum will conflict this big issue offshore or not. i have never had a problem with my nulled content as long as i don't use it on a specific web host, rather just use a vps or dedi box.

Not really. They couldn't really seize a server hosted in some African country that has no laws about piracy. The speed would probably not be very good for visitors from other continents, but USA couldn't really do anything in terms of DMCA.

Very True but i have a little bit of off shore hosting experience i am based in the US all i did was use maxcdn cloud flare or even a google static server in some cases) aka a CDN to boost my webpage load speed but since i was hosting in the UK i had to pay 15 bucks extra but it only came to 24ish at the end it boosted my web page load speed significantly so your on the money grab a african host and grab a CDN i hear cloud flare is free but i havent tried it....

Ugh, I got suckered into GoDaddy. Back when I joined, things weren't too bad. Now, I host my website and files on GoDaddy, and have to use an entirely different webhost for forums because GoDaddy refuses to update their php and MySQL definitions. Avoid GoDaddy like the plague.
