So minutes ago I've tried to run an ad and after I've set up everything, IPS prompted me to create an account. What do you mean by the best? That's very general. I would say the best forum software is the one that can offer you most of the features that you need (including plugins, nice themes etc). I've used in the past Vbulletin, XenForo, myBB, phpBB but for years I stick with IPS. Just today updated one of our forums to IPS 4.4

If you are talking about CMSes in general I would say the best is Wordpress. I see you are naming some forum engines there and I go with Invision Community as paid but If I would have to choose a free one I would choose myBB.
