U can try ur IPS to force cookies reset and problem via hook and will be solved -
simply add X codes to database, and write a tiny php script responsible for giving each other a different key, while preventing repetition. About 10 minutes of work for an efficient programmer.

U've got "copy/paste" code in ur servers settings, so what's the problem? It's html/php srcipt, did u mark it in sidebar options?
