I think it's been covered here, offshore is the way to go, that being said laws are changing all the time and there is no guarantees, it depends on the host, it also depends on the type of site you are running. Using cloudflare, again isn't a guarantee as it's against their tos to use it for illegal purposes, warez sites etc.
