You may continue to seek support here and we will gladly help you however as Davlin identified, missing settings such as what you have is a common problem with an improper "nulled" version of IPB. Also, missing settings is not something we would be able to help you with therefor if you do really own an IPB license your best bet would be to contact them about this, otherwise if it is a nulled version I would advise a fresh install using a download from WebFlake.
