Issue was while using Cloudflare the new feature WARP was adding a proxy when users connected to our site giving them a shared cloudflare IP so when we banned an IP everyone would almost be banned. -

Just to add to this for more info. We have no banned IPs, We dont have any Spam Prevention Logs. -

We have used 4.5 and 4.6 and are still getting this issue it comes and goes some people get it and some people dont and for those who do get it even using a vpn and a new browser are still getting it. We have never had this issue before we are thinking it might be something todo with our VPS? We have not gotten this issue before on other servers anyone have any ideas?
