I did a fresh install of 4.3.6. Downlaoded from webflakes and downloaded from another source and they both have the same issue. I can not view the welcome post made by ipb under the admin account upon install. I selected at the top, start new topic and it brings me to a screen where I can not do anything. It just says home at the top

I'm not sure what to do. This is default out of the box.
EDIT: I found the problem. You can not have php version 7.3 installed or IPB/IPS will not work. 7.2 works.
