IPS 4 removed the ability to modify the way the forum looks with Dates and Time.
So i took the time of write a small XML plugin to sort this, so now you can edit it like in IPS3 (well more or less)
How to install ?
AdminCP > System > Plugins
Install Plugin
Click on the edit (pencil)
Select your options
Refresh
If things still does not update, make sure you clear bad cache from forum
AdminCP > System > Support
What does it do ?
You can customize forum-wide if you want 12h or 24h time to display
You can customize the date (like with php date %d/%m/%y etc)

This plugin will remove the word "Forums" from forums index IF the Forums app is the default app of your suite.
Note:
All plugins are made and tested only on default IPS4 theme. There are themes that the designer chose to put a border on that DIV. If that's your case, the border will still be there. This plugin removes the WORD, not the DIV.

Requires practically no configuration.
Works in topics and question topics.
Easily change the colour of the badge & border.
Enable/Disable the badge or border.
Set icons for both topics and QA topics.
Set custom classes for the badge and border for your own setup.
Set badge text for standard topics and text for question topics.
Adds the Group Color along with the Icon everywhere a user makes posts, so if an admin posts in the forums, you'll see his name labeled with red color. Haven't tested it out on 4.0.X, but works with 4.1.X
